HCS SCS SB 151 -- AUTO INSURANCE SPONSOR: Childers (Gaskill) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Insurance by a vote of 12 to 0. This substitute prohibits auto insurers from placing a person into a high risk category simply because the person has not purchased insurance for an extended time, due to military service. Insurers may still place such persons into a high risk category if warranted by their driving record. FISCAL NOTE: Estimated Net Income to Insurance Dedicated Fund of $0 to $13,550 in FY 2002, $0 in FY 2003, and $0 in FY 2004. PROPONENTS: Supporters say that some military personnel are being charged very high premiums simply because they have long periods of time where they don't drive a car. This doesn't mean that they are high risk drivers. Insurers should look at the person's driving record in determining premiums. Testifying for the bill was Senator Childers.
